I’ve got a plan. Create new U.S. laws (and hopefully U.N. laws, but that’s a little ambitious) that slowly ban emission-causing things. For example, hybrid vehicles should be illegal in the U.S., but to do this citizens would have to be given time to make the commitment, and hybrid vehicles would be given to any family who can’t afford one. This would take a lot of money, which isn’t exactly something the U.S. has a lot of because of Bush’s war. In order to fight global warming, many difficult steps are gonna need to be taken, and everyone knows that change is hard, so people aren’t going to want to do it. America needs a good leader who can help people through that difficult time, namely Obama. (Plug)

If what you meant was making normal gas vehicles illegal in the US, that would be an extremely hard law to put into effect, what with the millions of semis and trucks that have no hybrid versions. Even if that ever happened in the near future, it would be a lengthy process, not just everyone replacing their old cars right away.
And besides, there are plenty of alternatives to hybrids, like the SmartCar, which gets better gas mileage than the Prius.

Cars will drive automatically soon. We already have the technology to do it. All you have to do is implant sensors into the roads. It's really quite simple. They just have to figure out how to give cars good enough AI to not crash into other cars.

Except it's not really simple. Not only would it cost billions of dollars to implant sensors, it'd cost even more billions to make the sensors. It'd take years to get all the roads done. And guess what that means in the meantime, while they're working on the roads? RUSH HOUR TRAFFIC.

And Bush is spending something like 2.5 billion dollars a day on the war. If we got our priorities straight it would be no problem.
